Job Description:
Introduction
The Geographic Information System (GIS) Analyst plays a critical
role in supporting the mission of the Police Department through
advanced geospatial analysis and data-driven insights. This
position provides specialized professional support in mapping,
spatial analysis, and research to inform public safety strategies,
tactical deployments, and long-term planning initiatives. The GIS
Analyst leverages geographic data to identify crime patterns,
assess resource allocation, and enhance operational efficiency.
Working both independently and collaboratively with internal units
and external partners, this position is essential in delivering
timely, actionable intelligence that empowers informed
decision-making and supports community-focused policing
efforts.
This position will be in-office at One Union Avenue, New Haven.
PRIMARY FUNCTIONS
This is specialized professional work in the areas of research,
geography, and analysis. This position's primary responsibilities
are directly related to the development of GIS for the purpose of
analysis/research and to provide decision support mechanisms for
planning and development. An additional function includes
assistance in the design, implementation, automation, and
maintenance of various computer databases as well as forming formal
and informal partnerships with internal units and external agencies
for the purpose of sharing information.
Work is primarily self-directed, and may be performed under the
direction of a GIS manager or departmental director, depending on
the department where the position exists. Internal and external
requests for service are prioritized and handled accordingly.
TYPICAL DUTIES AND RESPONSIBILITIES
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited four-year college or university with
major course work in geography, planning, or related field.
Graduate degree preferred.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
Experience in data analysis, research methods and statistics;
Ability to conduct complex statistical and analytical
studies.
Experience operating PC and/or mainframe computers and Internet
resources.
Experience in preparing maps, spreadsheets, graphs and reports for
operational use.
Ability to establish and maintain effective relationships with
fellow employees, representatives of other agencies, the media, and
the general public; Ability to supervise and train others.
Ability to communicate effectively orally and in written form on
technical subjects and practical applications.
Ability to work effectively with minimum supervision.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with
Local 3144, American Federation of State, County and Municipal
Employees.

General Funded hires into this class are not covered by Social
Security and will not pay Social Security taxes. They instead
participate in the City Pension; the employee contribution rate is
10% of pay.
The City of New Haven does not sponsor employment visas. All

Employment is contingent upon the successful completion of: (1) a
pre-employment background check, (2) a pre-employment physical
examination, including pre-employment drug screening accordance
with the City's Drug Free Workplace Policy*, and (3) a 90-day

of New Haven has a adopted a Drug Free Workplace Policy. The City
of New Haven requires a pre-employment drug test, which includes
screening for marijuana.
